Its always nice to see someone new enjoying their time in our (I'm from Tuk) frigid little town in the dead of winter.

"There was some comfort in hearing others coming into the grocery store and complaining about the wind – comfort because I thought, okay, maybe it’s not like this all the time, or they wouldn’t remark on it."

You say, but in reality, it wasn't just a remark. Its like that all the time! haha 8 months of solid winter, 5 months of -30, -40 (-50's with windchill) makes us complain. I've heard people in the south say "oh, but you must be used to it". We are, to a certain point, but its so damn cold all the time! haha thanks for the read :)
